Stage 1 is correct when KATLAS_BEARER_TOKEN is present with value_length: 0 and non_empty: false. Stage 2 activation is performed via secure runtime injection by the production operator. KATLAS receipt integrity is preserved: receipt hash, signer, attestation, node timestamp and verification come only from the live KATLAS node.
